Description: The Delaware Hazardous Substance Cleanup Act (HSCA) [7 Del. Code Chapter 91] gives the Department of Natural Resources and Environmental Control (DNREC) the authority to ensure cleanup of facilities with a release or imminent threat of release of hazardous substances. HSCA and the associated Regulations Governing Hazardous Substance Cleanup (7 DE Admin. Code 1375) govern several programs including enforcement and State-lead sites, Brownfields Program, Voluntary Cleanup Program (VCP), Long-Term Stewardship (LTS), and Natural Resource Damage Assessment and Restoration (NRDAR). The DNREC-Division of Waste and Hazardous Substances – Remediation Section (DNREC-RS) is tasked with overseeing the compliance of laws and associated regulations.
