Service Description: The Delaware Bicycle Network Model is a centerline-based model of roadway and traffic characteristics used to develop ‘Bicycle Level of Traffic Stress’ (LTS) designations for many of the roadways in the state. LTS designations are based off of Peter Furth revised LTS criteria (https://peterfurth.sites.northeastern.edu/level-of-traffic-stress/), with modified LTS breakpoints for low-volume roads (less than 400 veh/day, LTS3) and very-low volume roads (less than 250 veh/day, LTS2) with no pavement markings and free flow travel speeds roughly equal to posted speed limits. This model also includes ‘Pathways’, defined as 8+ foot wide concrete, asphalt, or other hardened surface multi-use path. Network connectivity between features is modeled by coincident endpoints. This dataset is used for high level bicycle network planning as well as bicycle travel modeling at the intersection-level using the DelDOT Bicycle Mobility Tool. Roadway data from DelDOT Transportation Systems Data Management (TSDM) and 2015 Roadside LIDAR data. On-Street Parking Data developed in 2019; on-street parking assumed on all roads within municipalities unless restricted, no on-street parking assumed outside of municipalities unless advised by MPO or County government. Traffic volumes based on reported 2019 Average Annual Daily Traffic (AADT). Freeflow Speed Estimates developed from exploratory State Fleet Vehicle GPS data provided by University of Delaware Center for Applied Demography and Survey Research (CADSR). Elevation data developed from 2014 Statwide LIDAR DEM service.
