Description: Limited English Neighborhood layer was modeled after a similar layer produced by Pennoni and ejscreen technical documentation for Limited English Speaking Household. It uses a similar Land Use clipping process of Pennoni's workflow and considers all non-English speaking fields to calculate Limited English Percent similar to how EJScreen determines Limited English Speaking Households for the EJ Screen Supplemental Index.Workflow steps:Extract residential land use. Get parcels that are either DSHA site, MHP site, or have been identified through other EJ activities and export parcels to geodatabase. Dissolve/merge parcels and LU residential areas into one boundary layer. Total LEP percent in latest ACS data in the LIMITEDENGLISH_CURRENT field column.Add previous years results.Calculate Percent Change.Clip LEP layer to residential land use parcels.
